Meeting Space and Refreshments

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N4523A17R0044 and the solicitation is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The procurement is a total small business set-aside. Provision 52.212-1 applies to this acquisition. Offerors shall include a completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acqusition with no commercial changes. Clause 52.212-5 is attached to this solicitation notice. Puget Sound Naval Shipyard and IMF, Naval Base Kitsap, Bremerton, Washington has a requirement for a Meeting Space and Refreshments for the period October 1, 2017 - September 30, 2022. The Government will award a firm fixed price/indefinite delivery indefinite quantity (IDIQ) contract with pre-established fixed contract prices, based on Lowest Priced Technically Acceptable, with a maximum oredering threshold of $75,000.Requirement shall belimited to properties within a .5-mile radius (walking distance) of downtown Bremerton, (PSNS Memorial Plaza Park, 250 1st Street, Bremerton, WA will be used as the center of radius). This RFQ is being solicited as a full and open competition. The associated NAICS code is 531120, Lessors of Nonresidential Buildings (except Mini-warehouses), with a business size standard of $27.6 million. The Product Service Code Class is X1AB. All vendors submitting a quote shall be registered in the System for Award Management, SAM.gov. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and Cage Code or Duns number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any, and; 5. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. 6. Address technical capability in meeting the requirement per the Statement of Work. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 12:00 P.M. Pacific on September 11, 2017; any award resulting from this RFQ will be made based on the lowest price technically acceptable.
