Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. This solicitation is issued as a Request for Quote (RFQ).
1. This solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015.
2. THIS REQUIREMENT WILL BE: Sole Source to a Small Business (Universal Switching Corporation). The North American Industry Classification System (NAICS) number for this acquisition is 334515 with a size standard of 750 Employees.
3. Delivery: Period of Performance / Lead time will be 14 – 18 Weeks ARO or 126 Days ARO. FOB Destination to Edwards AFB, CA 93524.The provision at 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (DEV 2026-O0038), applies to this acquisition. 1. Basis for Award: Because this is a sole-source acquisition, the provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable. The Government will award a purchase order resulting from this RFQ to Instron upon a determination by the Contracting Officer that the proposed price is fair and reasonable.
2. Offerors shall include complete copies of all applicable provisions. Offers will be considered incomplete if these are not included with the quote.
