Intent to Sole Source

The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness and Response (ASPR) intends to negotiate, under authority of FAR 6.302-1, on a noncompetitive, sole source basis, with Innovative Emergency Management, Morrisville, NC. This notice of intent is not a request for competitive proposals. A solicitation document will not be issued, and proposals will not be requested. However, responsible sources may express their interest by submitting a capability statement or proposal. All capability statements or proposals received within this notice's response date will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *NOTE: Please see the attached statement of work for additional information about this requirement. OTHER IMPORTANT CONSIDERATIONS (1) The Government is expected to use procedures in FAR Part 6.302-1 and (2) The North American Industry Classification System (NAICS) Code 488119 with a size standard of $32.5 million. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The intended period of performance is one 12 month base year and four 12 months option periods. CONFIDENTIALITY No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
