This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government intends to award on a sole source basis a firm fixed price (FFP) supply type contract with FLIR Systems, Inc, 27700 SW Parkway Avenue, Wilsonville, OR 97070-8238. This indefinite delivery - indefinite quantity (IDIQ) contract will cover a five year period for the Star Safire III Gyro-stabilized Long-Range Thermal Imaging Sensor System, the THV3000 Pan and Tilt Long-Range Thermal Imaging Sensor System, Provisioning Item Order (PIO) and engineering services. The Star Safire III and THV3000 are EO/IR sensors utilized by the Government to provide surveillance capabilities to forces on the ground. The Government plans on procuring the following: CLIN 0001 - Star Safire III repairs, CLIN 0002 - Star Safire III production units, CLIN 0003 - THV3000 repairs, CLIN 0004 - THV3000 production units, CLIN 0005 - PIO spares, CLIN 0006 - Engineering Services, CLIN 0007 - DATA: 1 Lot Not Separately Priced (NSP). The anticipated total maximum value of this procurement is $49,900,000. This procurement will be delivered Fob Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery is required to commence 60 days from effective date of the contract/delivery order for production units and 10 days for repairs. Inspection and acceptance will take place at origin by the Government. This requirement was originally synopsized on 24 February 2012 and this notice serves to notify industry that the Government still intends to award these requirements. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the restriction of competition is only one responsible source and no other supplies will satisfy agency requirements. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The Government does not intend to post the sole source solicitation FBO or NECO.
