The Consumer Product Safety Commission (CPSC) is procuring analytical testing services to identify and quantify per- and polyfluoroalkyl substances (PFAS) in textile samples. This firm-fixed-price requirement involves Total Organic Fluorine (TOF) analysis followed by specific PFAS identification. The work includes an initial set of five samples with options for up to 60 total. Proposals must include three volumes: Contract/Pricing, Technical, and Past Performance. Evaluation is based on best value, with technical merit weighted more heavily than past performance and price. Amendment 1 confirms that TOF analytical capability is mandatory for responsiveness. The performance period covers one base year and one option year. The CPSC is requesting quotes for laboratory services to detect and measure PFAS in textiles. This is a commercial services procurement under FAR Subpart 12.6. The CPSC requires a tiered analytical approach for textile samples. Each sample undergoes TOF analysis first. If organic fluorine levels exceed the method blank baseline, the contractor proceeds to identify and quantify specific PFAS compounds.
