Quotes must remain valid for 90 days after the solicitation close date of July 10, 2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.
Bid Requirements:
The completed bid form in the attached SOW packet (Appendix B) must be emailed to Betty Kliewer; [email protected] no later than July 10, 2026 at 11:00 AM CST. No late offers will be considered or accepted after the deadline. Bases for award will be Low Price/Technically Acceptable (LPTA).
A Question and Answer (Q&A) form is attached to this solicitation. All vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted. The deadline for submitting questions is July 1, 2026 at the Close Of Business (COB).
Site Visit and Arrival Instructions:
A site visit is scheduled for June 23, 2026 at 2:00 PM CST. Vendor attendance is encouraged but not mandatory. A list of attendees are recommended at least 48 hours prior to visit and email to; Betty Kliewer - [email protected] and Shannon Perry - [email protected].
All attendees must report to the Vance Visitor Center, Building 72, which is the first building located on the right after entering through the first gate 30 to 45 minutes prior to be sponsored on base. A base-provided bus will be available to transport all visitors to the project site and riding the bus is encouraged. If you choose not to ride the bus, you must provide, current vehicle registration, and current vehicle insurance.
You MUST have either a REAL ID-compliant driver's license or U.S. Passport.
Non-U.S. citizens MUST bring: Passport, visa, work permit, or I-94 documentation.
Failure to provide proper identification will result in denial of base access.
All attendees must comply with all Vance AFB rules and regulations while on base.
All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
