SPECIAL NOTICE/INTENT TO SOLE SOURCE CSU Blood, Blood Products and Immunohematological Testing Services

The Billings Area Indian Health Service, within the Department of Health and Human Services Public Health Service, intends to award a sole source, firm-fixed-price contract to Vitalant for blood, blood products, and immunohematological testing services. These services support the Crow/Northern Cheyenne Indian Health Service Laboratory Department in Crow Agency, Montana, to ensure an uninterrupted blood supply and testing for direct patient care at the Crow Service Unit. The requirement is identified under NAICS code 621991 Blood and Organ Banks and PSC H265 EQUIPMENT AND MATERIALS TESTING- MEDICAL, DENTAL, AND VETERINARY EQUIPMENT AND SUPPLIES.

The proposed contract includes a one-year base period of performance from June 1, 2026, through May 31, 2027, with four additional one-year options that extend annually through May 31. The total estimated value for the base and all option years is $302,820.00. This sole source action is being pursued under FAR 6.103-1, as the agency has determined that only one responsible source can satisfy the requirements for maintaining mission objectives, data center standardization, and network security.
