This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Embassy located in Belgrade, Serbia, intends to award a firm fixed price (FFP) contract using Simplified Acquisition Procedures for diplomatic pouch expediting services for U.S. Embassy Belgrade, Serbia. This announcement constitutes only solicitation. This solicitation is not a small business set-aside. Quotes are being requested under Request for Quotation (RFQ) no. 19RB1025Q0005.

The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a best value evaluation criterion. The Government intends to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

A pre-proposal conference has been scheduled for August 20, 2025, 11:00 am at the Embassy located at Bul. Kneza A. Kradjordjevica 92, Belgrade, Serbia.
Quotations are due by 17:00 Belgrade local time on Friday, August 29, 2025. No quotations will be accepted after this time. Proposals must be in English, incomplete proposals will not be accepted. All responsible sources may submit a response which, if received on time, shall be considered.

Quotes submitted to any other email address will not be considered.
