Justification: This acquisition will be a sole source firm fixed-price contract because it intends to procure comprehensive maintenance support, specialized repairs, and proprietary software updates for the A-500 Large Frame Aircraft Fire Trainer and O-250 computer controlled propane-fueled firefighter trainers at the Louis F. Garland Fire Academy at Goodfellow AFB, TX. As the original designer, manufacturer, and installer of the A-500 and O-250 mockups, KFT is the sole provider equipped with the necessary resources, materials, and specialized equipment to fully support these trainers. Please refer to Attachment 1 – Sole Source Justification for additional details.
The Government is not aware of any other vendors that are authorized by KTF Fire Trainer LLC to provide these services without compromising the required criteria cited in the sole source justification letter.
The Government intends to acquire this requirement under the guidelines of RFO Parts 6 and 12. The Government intends to solicit and negotiate directly with KTF Fire Trainer LLC in accordance with RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1).
This is not a solicitation for competitive quotes. However, if any interested party that can provide this product without compromising the required criteria, you may submit a statement of capabilities that may be considered by the 17 th Contracting Squadron.
A statement of capabilities must include the details of the parts listed above including manufacturer authorization, and a price list. These requirements shall be received by 1300 (CDT) on 16 June 2026. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required equipment while also be authorized by the manufacturer.
The capability statement, a price list and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to:
