MULTIPLE AWARD SERVICE CONTRACT (MASC) FOR ENVIRONMENTAL COMPLIANCE SERVICES IN SUPPORT OF THE NAVY AND OTHER DOD INSTALLATIONS JAPAN

This acquisition is for Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Service Contracts (MASC) for Various Projects in support of the Navy and Other DoD Installations, Japan. Note: The response date and time is 22 February 2022 at 1400 Japan Standard Time.The resultant MASC, will be used to issue Task Orders for Environmental Compliance Services. The work to be ordered under this contract will be performed in Japan for U.S. Department of Defense installations and commands. The proposed scope of work will be specified in each Task Order and may include, but is not limited to: - AIR SOURCE INVENTORIES, STUDIES, AND MANAGEMENT PLANS- DRINKING WATER STUDIES AND PLANS - WASTEWATER STUDIES AND PLANS- HAZARDOUS WASTE PLANS- SOLID WASTE MANAGEMENT PLANS AND STUDIES- MEDICAL WASTE MANAGEMENT PLANS AND STUDIES- PESTICIDE PLANS- CULTURAL RESOURCES PLANS AND SURVEYS- NATURAL RESOURCES PLANS AND SURVEYS- POLYCHLORINATED BIPHENYL INVENTORIES AND MANAGEMENT PLANS- ASBESTOS AND LEAD-BASED PAINT INVENTORIES AND PLANS- SPILL PREVENTION AND RESPONSE PLANS- UNDERGROUND STORAGE TANK INVENTORIES, PLANS, AND STUDIES- ENVIRONMENTAL LABORATORY SERVICES- OTHER PLANS, STUDIES, AND DELIVERABLESWork may be ordered in other areas throughout NAVFAC Far East?s area of responsibility in Japan, if deemed necessary and approved by the Contracting Officer.The Not-to-Exceed (NTE) amount for all the MASC contract awards combined is $25,000,000; it is not the maximum value of each individual MACC contract. The NTE capacity for the contract will be tracked using the U.S. dollar obligated amount of Task Orders and modifications at the time of execution.Task Orders will range between ?1,000,000 to ?100,000,000 but may be other amounts by mutual agreement of the Government and Contractor.Minimum guarantee is ?300,000 each per contract. A Task Order for the minimum guarantee will be issued concurrently with the award of the basic contract for the Offerors awarded a MASC, but not awarded the seed project.There is one (1) seed project for this solicitation, which will be awarded at the time of award of the MASC contracts. Task Order for the seed project will be issued concurrently with the award of the basic contract to the contractor selected as the best value for the seed project.
