Spacecraft Processing and Operations Contract (SPOC) On-Ramp

NASA's Launch Services Program is opening an on-ramp for the Spacecraft Processing and Operations Contract (SPOC). This IDIQ contract provides spacecraft processing facilities, systems, and services at Kennedy Space Center, Cape Canaveral Space Force Station, and Vandenberg Space Force Base. The scope includes mechanical and electrical systems, communications infrastructure, and propellant loading. The contract has a 10-year ordering period ending February 1, 2033. Evaluation includes written technical and management volumes and oral presentations. Recent amendments updated the proposal deadline to June 17, 2026, and clarified technical requirements for fiber optic bandwidth and oral presentation formatting. The SPOC On-Ramp solicitation allows NASA to secure spacecraft processing facilities and services at major launch sites through an IDIQ framework. This contract supports NLS II missions at KSC, CCSFS, and VSFB using Firm Fixed Price task orders. The on-ramp mechanism is designed to integrate new facility providers into the existing contract structure.
