Blanket Purchase Agreement for Gas Ordering for RHD Morgantown

The National Institute for Occupational Safety and Health (NIOSH) is seeking quotations for one or more Blanket Purchase Agreements (BPAs) to supply and deliver contractor-owned compressed gas cylinders. This requirement supports laboratory operations at the NIOSH Morgantown Campus in West Virginia. The scope includes providing Ultra Zero Air, Ultra High Purity Helium, and Refrigerated Liquid Nitrogen to the facility at 1095 Willowdale Road. This acquisition is a combined synopsis/solicitation for commercial products and services under FAR Part 12 and FAR Part 13. The resulting BPAs will cover a five-year period, consisting of a base year and four option years. Evaluation is based on Lowest Price Technically Acceptable (LPTA) criteria, with technical volumes limited to 10 pages. Pricing must be submitted as fully burdened per-cylinder rates, including all rental and delivery fees, as separate surcharges are not permitted. Questions are due by June 4, 2026, and final quotations are due by June 30, 2026. Submissions must be electronic.
