R--TRANSITIONAL HOUSING SERVICE

The Department of Veterans Affairs, Network 22 Logistics Office intends to award a sole source procurement to The Salvation Army in accordance with FAR Part 13. Only one responsible source and no other supplies or services will satisfy agency requirements, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The procurement is provide transitional housing services consist of community based residential care and treatment for dual diagnosed chronically homeless Veteran beneficiaries of VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd, Los Angeles, CA 90073. The contractor shall be required to operate the licensed board and care facility to provide transitional housing services on the grounds of VAGLAHS. The proximity of this location to outpatient services at VAGLAHS will allow Veterans to access services from POST, Homeless Center, Day Hospital, Day Treatment and have full access to outpatient services. Veterans are also able to access these services easily, while being monitored by VA staff to ensure follow up and facilitate their recovery. Thus reducing relapses for the more chronically ill Veterans and avoid transportation outlays. The procurement is for a base year with the option to exercise an additional two (2) one-year renewal periods. A justification for other than full and open competition has been prepared in support of this acquisition under the authority of FAR 6.302-1 and public Law 105-114 and 38 USC 1720 - Sec. 1720A. The Government may consider all interested inquires from vendors received by March 8, 2010, 4:00 PM Standard Pacific Time.
