1. 3. AUTHORITY AND BASIS FOR SINGLE SOURCE
This acquisition is a commercial acquisition under FAR Part 12. In accordance with FAR 12.102(a), the Government has documented that only one source is available to satisfy this requirement and the basis for that determination.
The intended source is Data Innovations LLC. Data Innovations LLC is the sole developer, owner, and authorized service provider for the Instrument Manager (IM) software platform. All required upgrade packages, implementation services, proprietary drivers, licensed components, and IM Core Training for the Government’s existing IM environment are proprietary to Data Innovations LLC and cannot be provided by another party.
4. RESPONSES TO THIS NOTICE
This notice is not a solicitation for competitive quotations. However, any responsible source that believes it is capable of satisfying this requirement may submit a capability statement for Government consideration.
Capability statements shall clearly demonstrate:
(A) the capability to provide the required proprietary Data Innovations IM standard upgrade implementation services and IM Core Training for the Government’s existing environment; and
(B) relevant experience supporting or upgrading the Data Innovations Instrument Manager platform in an environment comparable to the Government’s existing environment.
Responses shall be submitted electronically to [email protected] and [email protected] no later than Monday, June 22nd, 2026, at 5:00 PM Pacific. Telephone responses will not be accepted.
The Government will review all capability statements received by the closing date of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse any costs associated with the preparation of responses to this notice.
5. ANTICIPATED AWARD
If no responsible source is identified that can demonstrate both the legal authority and the technical capability to satisfy the Government’s requirement for the proprietary Data Innovations IM upgrade implementation services and IM Core Training for the existing environment, the Government intends to proceed with a sole-source award to Data Innovations LLC.
