PSO Credits

The Marine Corps Regional Contracting Office – MCI-NCR intends to award a sole source contract to ATX Capital Partners, LLC (ATX Defense) for the procurement of PSO credits. This requirement supports the Marine Corps Software Factory (MCSWF), which is currently embedded within the U.S. Army Futures Command Software Factory in Quantico, Virginia. The MCSWF requires these consulting credits and vouchers to facilitate the education, mentorship, and maintenance of its software development environment. Because the MCSWF relies directly on Army-provided facilities, equipment, and administrative support, ATX Defense is identified as the only source capable of providing the integration and continuity necessary for this specific Army-hosted mission environment.

This procurement is categorized under NAICS 611430 Professional and Management Development Training and PSC DA01 IT and Telecom - Business Application/Application Development Support Services (Labor). The action is conducted under the authority of FAR 19.1406 as a Service-Disabled Veteran-Owned Small Business (SDVOSBS) set-aside.
