DA01--Infrastructure Automation Technical Debt Reduction (IATDR) (VA-26-00026979)

The Department of Veterans Affairs (VA) is conducting market research for a commercial software platform and professional services to support the Infrastructure Automation Technical Debt Reduction (IATDR) program. This initiative aims to centralize infrastructure-as-code (IaC) practices across the VA’s hybrid cloud and on-premises environments through a unified control plane. The solution must support approximately 128,000 managed endpoints and reside within the VA’s on-premises data centers. The draft Performance Work Statement (PWS) describes a 12-month base period with four 12-month option periods. Work includes platform engineering, creating reusable automation building blocks, and onboarding at least ten VA infrastructure teams annually. Submissions require a capability summary, corporate experience with large-scale deployments, and a Rough Order of Magnitude (ROM). Responses are due by June 18, 2026, and must include a self-certification regarding unbiased Artificial Intelligence (AI) principles if applicable.
