Notice of Intent to Sole Source - DHS Data Center 2 Data Storage and Management Services

INTENT TO AWARD A SOLE SOURCE CONTRACT - 70RTAC20R00000016 The Government hereby submits a notice of intent to award a hybrid fixed price, time & materials, and cost reimbursement type indefinite-delivery indefinite quantity (IDIQ) enterprise-wide contract on a non-competitive basis to Perspecta Enterprise Solutions, LLC (13600 EDS Drive, A3S-B53, Herndon, VA 2017). The anticipated contract is for comprehensive data storage and management services in support of the contractor owned contractor operated DHS Data Center 2. Perspecta Enterprise Solutions as the incumbent contractor possesses the expertise and experience to deliver the required support without interruption to the agency. The contemplated contract supports the Departments strategy to migrate or retire every system and application within the current Data Center 2, which will result in declining systems supported within this contemplated contract in each successive period. The period of performance is for two (2) years. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(l) pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice constitutes the synopsis requirements in FAR part 5. Responses to this notice must demonstrate clear and convincing evidence that a competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective for critical DHS Data Center 2 support services with the goal of vacating the contract. The determination for this noncompetitive contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred from responding to this notice. This is NOT a request for quotes or proposals.
