This is a combined synopsis/solicitation for commercial services (construction) prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026. This requirement is being solicited as a Total Small Business Set Aside using FAR (RFO) Part 12 Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 36. The NAICS Code is 238990 – All Other Specialty Trade Contractors with a small business size standard of $19.0M. The solicitation number is 6923G526Q0069.

All in exact accordance with this solicitation and attached Statement of Work (SOW). CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The contractor shall begin performance within 10 calendar days and complete within 90 calendar days after receiving the Notice to Proceed (NTP). PLACE OF PERFORMANCE/ACCEPTANCE: The awarded contractor will perform services at Eisenhower Lock Tunnel – Massena, NY 13662. SITE VISIT: June 23, 2026, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662. Attendees shall confirm their attendance via email to [email protected] no later than June 22, 2026, at 2:00PM EST. Participants shall include the name of their representative(s) and company when confirming attendance. QUESTIONS DUE DATE: June 25, 2026, 2:00PM EST.
