The Architect of the Capitol (AOC) has issued this pre-solicitation notice for professional conservation services to stabilize the plaster and decorative paint within the President’s Room (S-216) of the United States Capitol Building in Washington, DC. This project addresses the deterioration of decorative painting and frescoes designed by Constantino Brumidi between 1859 and 1860. The primary objectives are to prevent the loss of historic materials and to design a treatment plan that safely adheres delaminated plaster to the masonry vault, ensuring the continued safe use of the room for legislative signings and press conferences.
The contracted architectural conservator will be responsible for reviewing reference documents, surveying existing conditions, and developing design solutions. The scope includes providing a comprehensive treatment plan, technical specifications, and a cost estimate for the implementation phase of the contract. This procurement is classified under PSC R499 for other professional support services. The selection process will follow a full and open, competitive source selection using a tradeoff process where the award may be made to an offeror other than the lowest priced or highest technically rated.
