The U.S. Department of Housing and Urban Development (HUD) issued this sources sought notice regarding its intent to award a sole source Blanket Purchase Agreement (BPA) to TransUnion under solicitation number 86614623Q00016. This action is part of a broader requirement to establish individual BPAs with the three nationwide credit bureaus—Experian, Equifax, and TransUnion—to provide access to raw archived credit data over a five-year performance period. The acquisition falls under NAICS 561450 Credit Bureaus and PSC R611 Support- Administrative: Credit Reporting, utilizing simplified procedures for certain commercial items per FAR 13.501(a)(1)(ii).
The purpose of these awards is to obtain historical credit data that can be integrated with Federal Housing Administration (FHA) borrower and loan information. HUD requires this data to evaluate, re-estimate, and update the FHA TOTAL Mortgage Scorecard as well as to assess changes in the distribution of insurance risk. According to agency research, these repositories are the only entities capable of providing the depersonalized, archived credit data required by Fair Credit Reporting Law for scorecard modeling. The data must correspond to the specific period of loan origination rather than subsequent loan status to remain compatible with FHA automated underwriting systems.
Responses to this notice are due by May 20, 2023, and must be submitted to Cathy Baker. Submissions must demonstrate a company's ability to provide the same data and functionality as the three nationwide credit bureaus. HUD will use the information received to determine whether a competitive procurement is warranted, though the final decision remains within the discretion of the government. Future BPA calls under these agreements may be issued competitively among the three bureaus or as sole source orders depending on the specific credit score calculations required.
