Contracting of certification services for 17 Polygraph Examiners and the Establishment and Accreditation of a Vetting Training Center under American Polygraph Association (APA) Standards
The U.S. Embassy in Quito is seeking quotations for the Police Integrity 360° Project in Ecuador. This requirement involves certifying 17 National Police officers as polygraph examiners and establishing an accredited Vetting Training Center. All services and the training facility must meet American Polygraph Association (APA) standards. This solicitation, PR15819016, is a Request for Quotations (RFQ) for commercial services. The government intends to award a contract to the responsible offeror whose quotation is technically acceptable and offers the lowest price. Performance will take place in Quito over an estimated nine-month period. Quotations are due by June 11, 2026, and must include the signed SF-1449, pricing schedules, and proof of active SAM registration. Recent amendments have modified the original scope and extended the submission deadline.
