INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, effective 02 June 2023. This acquisition is a total small business set-aside. The associated NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing with an associated size standard 1,000 employees.

We intend to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract as described in the Federal Acquisition Regulations (FAR) Subpart 16.504, which states that an indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values. For this project, we expect that firm-fixed price task orders will be placed for projects or groupings of work, probably quarterly or semi-annually depending on funding available. The IDIQ maximum amount of all orders expected to be $499,000.00 over the five-year term; with the contract minimum order of about $50,000.00. SPECIFICATIONThe U.S. Geological Survey, Volcano Science Center (VSC) and USAID-USGS Volcano Disaster Assistance Program (VDAP) require production of highly specialized 'multi-GAS' (Multiple Gas Analyzer System) volcanic gas monitoring instruments and accessories as described in the solicitation¿s specifications.
