Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts, with Design-Build Capabilities, for the States of Kentucky (KY) and Tennessee (TN)

The General Services Administration (GSA), Public Building Services (PBS), Region 4,will be soliciting proposals for the services involving repair and alteration, with design-build capabilities, to Government owned facilities and leased spaces within the states of Kentucky (KY) and Tennessee (TN); under task orders issued by the Contracting Officer and Designated Ordering Officials. The scope of services also includes renovations, preparation of contract drawings and specifications sealed by registered professions for design-build purposes within their areas of expertise and the construction thereof; general construction services including wall partition construction, modification and alteration of floor and wall mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway and various under floor duct systems; installation of new and the alteration of existing power panels; carpet and carpet tile installation; painting; HVAC duct work modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; and other such related work which would be outlined in task orders and job drawings; provide design and/or construction related to architectural, structural, civil geotechnical, mechanical, and electrical engineering; hazardous material identification, abatement and monitoring; landscape architecture; elevator, and security planning/design; interior design; life safety/fire-protection; historic preservation requirements; and the checking of shop drawings/materials. A request for proposal (RFP) will be issued on FedBizOpps for full and open competition after exclusion of sources, i.e., it will be set-aside Total Small Business. The Government anticipates awarding up to six (6) contracts as a result of the solicitation. The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction), and the small business size standard is $36.5 Million. The solicitation number will be GS-04P-15-EZ-D-0023. The estimated maximum order limitation, per year, is between $1,000,000 and $5,000,000, for an estimated aggregated range between $5,000,000 and $25,000,000. The period of performance is estimated from September 2015 to September 2020 (one (1) base year with options for four (4) additional years). The total contract length, with base and all options exercised, is five (5) years. The contract will be acquired using source selection procedures, as identified in FAR 15.3, with a firm-fixed price contract awarded to the offerors who provides the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. For this procurement, technical evaluation factors are significantly more important than price. The Government reserves the right to make award without discussions. The solicitation package (including specifications, drawings, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. It will be available on or about June 22, 2015. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. The plans and specifications will be provided through the federal business opportunity website. The plans and specifications will not be made available in paper format or on compact disc. A pre-proposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation). The solicitation will be available for download through the Federal Business Opportunities (FBO) website (www.fbo.gov). All interested contractors must register with FBO in order to view sensitive but unclassified information, and this registration requires that the following information be completed: (1) An active System for Award Management (SAM) account, and (2) Dun and Bradstreet DUNS Number.
