This is not a solicitation, but a Notice of Contract Action. The Department of Veterans Affairs (VA) Medical Center, Boise Idaho, VISN20 Contracting Office, intends to award a sole source Firm-Fixed Price (FFP) contract to provide an in depth survey to include fire walls, smoke walls, and all floors/ceilings that act as fire barriers between floors. The project will include inspecting the barriers, installing fire stop material at locations where required but an existing penetration isnt sealed, and identifying in a report and with photographs the locations of sealed penetrations that do not meet fire stopping criteria. The report shall include fire stopping locations that were corrected and those remaining to be corrected at the Boise VA Medical Center. JHC Firestop, Inc. shall provide a one time survey under the authority of USC 2304 (c) (1) pursuant to FAR 6.302-1(a) (ii), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed service is also based on the award going to a Service Disabled Veteran Owned Small Business (SDVOSB) in accordance with 38 U.S.C. 8127 and FAR 6.302-5 authorized or required by statute for the Department of Veterans Affairs Veteran-owned small business concern and is solely within the discretion of the Government. This announcement is not a request for competitive quotations.
