The Naval Facilities Engineering Command, on behalf of the Marine Corps Installations National Capital Region - Regional Contracting Office and the National Museum of the Marine Corps, is issuing this Request for Information to identify sources for the salvage, recovery, and transportation of historic military equipment. The scope involves the recovery of one M4A3 Sherman tank (s/n 50296) and the salvage of usable parts—specifically four complete bogey trucks and a bulldozer mount—from a second M4A3 Sherman tank hull (s/n 62179). Both assets are located at Marine Corps Base Twentynine Palms, California, and must be transported to the Museum Support Facility in Dumfries, Virginia. The primary objective of this notice is to gather market research, technical recommendations, and rough order of magnitude pricing to assist the government in developing its acquisition strategy.
Contractual requirements include the provision of all necessary lifting and transportation equipment, including a crane for unloading at the destination. The tanks are currently immobile and partially buried in loose sand on a range where unexploded ordnance risks have been mitigated. While the tanks remain structurally sound, they feature lead-based paint and surface corrosion. The contractor is responsible for blocking, bracing, securing the loads, and tarping the main tank for transport. Salvaged parts must be palletized and secured with steel strapping. Responses to this notice must include a capability statement and an industry feedback questionnaire addressing technical specifications, potential cost risks, and performance timelines.
This requirement is identified under NAICS 488510 for Freight Transportation Arrangement and PSC V119 for TRANSPORTATION/TRAVEL/RELOCATION- TRANSPORTATION: OTHER. Responses to solicitation number M00264-26-RFI-024 are due by 11:00 AM Eastern Standard Time on May 28, 2026, and should be directed to David Laster. Submissions are limited to two pages and must include the vendor’s business details, socioeconomic status, and available contract vehicles. One attachment, containing the draft performance work statement and industry feedback questionnaire, was provided with the initial posting.
