NATO Business Opportunity: Financial Accountant / IPSAS SME

Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued solicitation RFP-ACT-SACT-26-60 for on-site expert financial accounting services in support of the BUDFIN Treasury and Accounting section. This requirement, classified under NAICS 541211 for Offices of Certified Public Accountants, involves providing a certified technical accountant to ensure accurate accounting operations and facilitate International Public Sector Accounting Standards (IPSAS) implementation and training. The scope of work includes supporting centralized accounting strategy and system upgrade activities, preparing ACT consolidated annual financial statements, and providing audit liaison and follow-up services.

The period of performance is scheduled to begin at the date of contract award and run through December 31, 2026, with one 12-month option period available from January 1, 2027, through December 31, 2027. All services will be performed on-site in Norfolk, Virginia, as a Level of Effort. The contractor is responsible for coordinating across ACT entities to execute organization-wide accounting and reporting duties.
