DHACA’s Grants Division relies heavily on the utilization of the D&B reports when assessing a for-profit as being responsible and capable of receiving the award funds. This is our only documented resource to assist the Grants Division during negotiations and ensures that we are good stewards of taxpayer funds. The D&B reports are the only information the Grants Division can utilize when the for-profit has never done business with the Government. Likewise, the Contracting Division has a need to ensure the company to whom they are awarding a contract is a responsible and stable business capable of receiving and fulfilling the demands of a Federal Government Contract.
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 561450 with a Small Business Size Standard of $41,000,000. This presolicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
