Description: The U.S. Army Contracting Command, Rock Island, on behalf of the Office of Project Lead, Joint Services (PL JS), located at Picatinny Arsenal, NJ is currently seeking interested sources for the design, engineering, procurement, construction, and commissioning of a redundant 69-kV electrical power system for the Radford Army Ammunition Plant (RFAAP) in Radford, VA. The scope of this project requires...
View moreRFAAP is a Government-Owned, Contractor-Operated (GOCO) facility located in Montgomery and Pulaski Counties in southwest Virginia that develops and produces propellants for the Department of Defense (DoD) and commercial entities that contract directly with the US military and its allies. In support of this procurement, the Government is seeking industry input regarding the acquisition strategy.
Specifications: Technical Data Packages (TDPs), Statements of Work (SOWs), and Performance Work Statements (PWSs) for this potential requirement are not currently available and will not be provided prior to the closing date of the posting. TDPs, SOWs, PWSs, and any other required specifications may be provided at a later date.
Planned Acquisition: Notification is being provided to all interested sources that the Government may utilize the information submitted in response to this Sources Sought Notice to make a non-competitive, sole-source contract award. The Government intends for this sole source action to include a contract(s) for the design and construction of the new 69-kV interconnection point, transmission line, and new 69-kV step-down substation.
Government Objective: The objective of this effort is to establish a second, fully independent 69-kV electrical power source to support the mission-critical power requirements of RFAAP. The desired outcome is to enhance overall system resilience, guarantee continuity of operations, and provide critical operational flexibility by ensuring a highly reliable power supply to all production and tenant activities. This will be achieved by establishing a new interconnection point on the regional utility transmission grid, routing a new 69-kV transmission line across the New River into RFAAP, and constructing a new step-down substation within the installation boundary to safely integrate the new power source with the existing plant-wide 69-kV distribution loop and SCADA system.
Sources Sought Submission Information: The Government encourages all responsible interested sources to submit their capabilities/qualification data, which demonstrates experience with the turn-key design, environmental permitting, construction, and commissioning of high-voltage (69-kV) transmission lines and substations, specifically including the capability to establish a new interconnection point directly on an active, utility-owned regional transmission grid.
Responses shall be in PDF format and shall not exceed fifteen (15) pages, including the cover sheet and diagrams. The minimum acceptable font size is 12 Calibri. The cover sheet shall include the following company information:
a. Company name, address, and web URL (if applicable)
b. Point of contract, telephone number, and e-mail address.
c. Unique Entity Identifier (UEI), Commercial and Government Entity Code (CAGE), and business type/size based on NAICS 237130 (Power and Communication Line and Related Structures Construction) and 221122 (Electric Power Distribution).
Additionally, the Government encourages industry's feedback regarding technical approaches, scheduling, and risk mitigation strategies associated with this requirement:
Interested contractors must be registered in the System of Award Management (SAM).
Submissions for this Notice must be provided by 11:59 PM CDT on 08 JUN 2026 at no cost to the Government by electronic mail (e-mail) to Ms. Steffanie L. Adams at [email protected] and Ms. Anna E. Thissen at [email protected].
If the file size of the response to this Sources Sought exceeds 5MB, then respondents may e-mail Ms. Adams and/or Ms. Thissen to request a “Drop Off” via DoD Safe. All inquiries shall be made via e-mail ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.
DISCLAIMER: This Sources Sought Notice is intended for information and planning purposes only and shall NOT be construed as a Request for Proposal nor as an obligation on the part of the Government. Any of the information stated above is subject to change. Please identify any proprietary information submitted. All information submitted will be held in a confidential status and will be afforded the appropriate protections.
The U.S. Army Contracting Command, Rock Island, on behalf of the Office of Project Lead, Joint Services, is issuing this Sources Sought notice to identify interested vendors for the design, engineering, procurement, construction, and commissioning of a redundant 69-kV electrical power system. The project supports the Radford Army Ammunition Plant (RFAAP), a government-owned, contractor-operated facility in Radford, Virginia. The primary objective is to establish a second, independent power source to enhance system resilience and guarantee continuity for mission-critical propellant production. This requirement falls under NAICS 237130, Power and Communication Line and Related Structures Construction.
The scope of work involves establishing a new 69-kV interconnection point from an active American Electric Power transmission circuit, acquiring necessary rights-of-way, and constructing a new transmission line that crosses the New River into RFAAP. A new step-down substation will be built within the plant boundaries to convert the 69-kV supply to 12.47 kV for plant-wide distribution. This infrastructure must integrate with the existing RFAAP 69-kV electrical loop and SCADA system and maintain a minimum 50-year operational expectancy. All construction activities must be completed within 36 months of contract award and comply with federal, state, and site-specific regulations.
The government may use the information gathered from this notice to support a non-competitive, sole-source contract award for the design and construction phases. Interested sources must submit a capability statement of no more than 15 pages in PDF format by June 9, 2026. Submissions should detail experience with high-voltage transmission lines, utility grid interconnection, environmental permitting, and the procurement of long-lead equipment. Responses must be sent via email to the identified points of contact, Anna Thissen and Steffanie Adams, under solicitation number W519TC-26-R-69KV.
