This action is executed under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. NSWC PCD is the designated depot and technical authority for all EOD Diving and Life Support underwater breathing apparatus (UBA) components. To comply with SEA00C's continued certification standards, these parts cannot be placed into service or inventory without documented proof of O2 cleaning.
