The US Army Sustainment Command intends to issue Request for Proposal, W52P1J-07-R-0036, to the Army Single Face to Industry Website (AFSI) at http://acquisition.army.mil/afsi on or about November 8, 2007 with an opening date of 30 days after issuanc e. The applicable NAICS code is 332993 with a small business size standard of 1500 employees. This requirement is for an initial production quantity of 250,000 each M82 Percussion Primer, NSN: 1390-01-481-2024, PN: 1297754. A firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract with three (3) ordering periods is contemplated. A detailed statement of work will be provided with the solicitation that specifically outlines the requirements. This competitive solicitation will be restrict ed to the National Technological Industry Base. Award will be made utilizing best value criteria, best value information will be required to be submitted with the initial proposal. The evaluation factors/subfactors that will be used to determine Best Va lue are Technical/Management, (subfactors Integrated Master Plan/Delivery Schedule, Essential Processes and Procedures, Essential Skills, and Quality), Past Performance, (subfactors On-time Delivery and Quality), Price, and Small Business Utilization: (s ubfactors Proposed Small Business Utilization, and Realism of Past Small Business Utilization). The M82 Percussion Primer is used to initiate the burning of propellant charges in separate loading weapon systems. The M82 Percussion Primer consists of a cylindrical brass case with an extraction flange which contains a base plunger, an ignition element and a container loaded with 22 grains of black powder. All contractors who provide goods/services to the Department of Defense must be registered in the C entral Contractor Register (CCR).
