AMENDMENT 1: The purpose of Amendment 1 is to provide clarifications. No other changes are being made. The following 4 questions were asked by interested vendors. 1) The NAICS code referenced on page 3 of the solicitation document (488190) shows a size standard of $32.5 million. However, block 10 on page 1 of the solicitation document shows that this RFQ is unrestricted and no size standard is listed. Please confirm if this RFQ is unrestricted, or if the size standard on page 3 is applicable. 2) Can all repairs be completed in accordance with the USN NAVAIR Military maintenance manual? This RFQ states the OEM P5018 maintenance manual be utilized. 3) On your "Pricing Schedule" attachment, it states "Standard Overhaul". Do you mean "Basic Overhaul to include the 100% parts and labor as specified in the NAVAIR Manual for the standard overhaul requirements"? 4) On page 35 of your solicitation document you request under FAA Documentation an 8130 which is commercial. If this requirement can be in accordance with NAVAIR, it does not require the FAA Form. The Government's responses to the 4 questions listed above. 1) The NAICS code listed (488190) is correct. Please note that this RFQ is unrestricted. That means that any business can submit a quote in response to the RFQ regardless of size. The size standard listed on page 3 was inadvertently added. Block 10 on page 1 of the solicitation document supersedes the inadvertently added size standard information listed on page 3 of the solicitation document. 2) The intent of the Performance Work Statement (PWS) is as follows: "The overhauls/repairs shall be completed in accordance with NAVAIR 03-20-CBBK-1 (the applicable Navy maintenance manual for the Hamilton Sundstrand 54H60-77 propeller system). Any other work outside of the overhauls/repairs shall be completed in accordance with NAVAIR 03-20-CBBK-1 and any other applicable manuals." 3) Yes. "Standard Overhaul" on the "Pricing Schedule" attachment is intended to mean "Basic Overhaul to include the 100% parts and labor as specified in the NAVAIR Manual for the standard overhaul requirements". 4) AOC requires a Certificate of Conformance, and a DD Form 1574 (which is the NAVAIR equivalent of the FAA Form 8130-3) upon return of a repaired/overhauled prop.
