The C&D Canal project office will require the long-term rental for a bucket boat for the planned replacement of the canal bank lights. The canal uses lights that are fixed atop dolphins to mark the north and south limits of the navigation channel. These dolphins are located in the water along the canal from Reedy Point to Town Point and are in depths of water that vary from 10’ to less than 1’. The dolphins cannot be reached from land and will require a specialized vessel to reach the lights at the top of the dolphins – approximately 25’ above the water surface. The vessel provided will need to be able to operate in shallow water and be able to provide a stable working platform at least 25’ above the water surface. There are approximately 80 dolphin lights that need to be replaced, it is assumed that the rental period for vessel will be 2 months. A captain and all personnel associated with the operation of the vessel shall also be provided with the vessel rental. C&D personnel will supply all labor and materials necessary for the replacement of lights. The vessel should have sufficient capacity to accommodate 3 USACE personnel in addition to those provided to operate the vessel.
The estimated period of performance will be 30 calendar days.
The anticipated North American Industrial Classification System (NAICS) code is 532411, Commercial, Air, and Water Transportation Equipement Rental and Leasing with an SBA Size standard of $45.5M.

The U.S. Army Corps of Engineers (USACE), Philadelphia District, is conducting market research to identify potential sources for the long-term rental of a specialized bucket boat or lift boat. This vessel is required to support the replacement of approximately 80 bank lights situated atop dolphins along the C&D Canal, spanning from Reedy Point to Town Point. These dolphins are located in water depths ranging from less than one foot to 10 feet and are inaccessible from land, necessitating a vessel capable of operating in shallow water while providing a stable working platform at least 25 feet above the water surface.
The anticipated requirement includes the vessel, a captain, and all necessary operating personnel. The vessel must also have the capacity to accommodate three additional USACE personnel, who will supply the labor and materials for the light replacement. The estimated period of performance for the rental is 30 calendar days, though the agency assumes a total duration of approximately two months for the project. This Sources Sought notice is identified by solicitation number PANNAD-25P-0000028254 and is classified under NAICS code 532411, Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing, and PSC W019, Lease or Rental of Equipment- Ships, Small Craft, Pontoons, and Floating Docks.
