Final RFP - Mars Telecommunications Network (MTN)
NASA is conducting a full and open competition for the Mars Telecommunications Network (MTN) to support Mars sample return missions and future exploration. The scope includes the design, development, integration, launch, and continuous on-orbit communications for a high-performance orbiter system. This procurement uses a hybrid contract structure, combining Firm-Fixed-Price (FFP) for core delivery with an Indefinite-Delivery Indefinite-Quantity (IDIQ) Time and Materials (T&M) component for engineering tasks. Optional requirements cover launch services, commissioning, and five years of mission operations. Eligibility is restricted by 51 U.S.C § 20306, requiring offerors to be U.S. commercial providers with specific prior NASA funding or proposal history related to Mars Sample Return. Proposals are due June 15, 2026, via NASA’s EFSS Box, with an anticipated contract start date of October 1, 2026. The solicitation package includes a conformed RFP, a Performance Work Statement, and technical specifications under Revision D of the MTN Objectives and Requirements Document. Amendment 0001 recently updated these materials and addressed industry questions regarding cybersecurity, link budgets, and financing. This full and open competition will result in a hybrid contract featuring FFP components for core MTN delivery and an IDIQ T&M component for engineering tasks. Options include launch services, integration, commissioning, and five years of operations. The contract is expected to start by October 1, 2026, with work performed at the contractor’s facilities. The MTN requirement involves the design, development, integration, launch, and on-orbit operation of a communications orbiter system. This network will provide continuous communications, Doppler, range, and time-transfer…
