Vehicle Safety Research

The National Highway Traffic Safety Administration (NHTSA) issued solicitation 693JJ921R000034 to support vehicle safety research through a variety of testing and engineering services. The primary scope of this requirement involves planning and conducting dynamic crash tests, static and dynamic rollover tests, sled tests, and static tests for both late-model production and modified vehicles. Research efforts also extend to pedestrian testing, including dynamic or static evaluations of vehicle exteriors, and static testing of vehicle components to assess real-world crash performance. To facilitate these goals, the contractor is responsible for the development and fabrication of specialized test devices and fixtures for evaluating vehicles and anthropomorphic test dummies (ATDs).

The selected contractor will perform vehicle-to-vehicle, vehicle-to-barrier, and various impact tests to analyze the crash response of occupant restraints and human surrogates. These activities require the handling, instrumentation, and qualification testing of ATDs, as well as the provision of quality control based on generated data. This requirement is classified under NAICS 541380, Testing Laboratories and Services, and PSC H923, Other QC/Test/Inspect - Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles.

Managed by the NHTSA Office of Acquisition, the solicitation includes twelve attachments providing technical procedures for frontal, side impact, and oblique testing, as well as dummy damage checklists and responses to industry questions. Responses to the solicitation were due by September 13, 2021, following an initial publication date of August 4, 2021, and a subsequent update on August 26, 2021.
