NR&DE Roofing IDIQ for the Naval Research Laboratory and NSWC Carderock Sites

The Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Washington, under the Department of the Navy, is soliciting proposals for a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for roofing projects and related services. This procurement is 100% set-aside for Women-Owned Small Businesses (WOSB) under NAICS 238160 Roofing Contractors and PSC Z1JZ Maintenance of Miscellaneous Buildings. The contract covers work at the Chesapeake Bay Detachment, the Naval Research Laboratory in Washington, D.C., and the Naval Surface Warfare Center Carderock in Bethesda, Maryland. The performance period consists of a one-year base period and four one-year option periods, with an estimated maximum value of $25 million for all task orders combined.

Individual task orders under this IDIQ will range in value between $2,000 and $1,000,000. The Navy will utilize a Lowest Price Technically Acceptable (LPTA) source selection process to award the contract. All joint ventures must consist of multiple small businesses and receive approval from the Small Business Administration by the time of source selection. The solicitation includes four attachments: two PDF versions of the solicitation and its first amendment, a PDF exhibit regarding coefficients and profit language, and an Excel file containing roofing exhibit line item numbers.
