R--Project Finance Federal Loan (PFFL)

This solicitation is a commercial services acquisition under FAR Part 12 - Acquisition of Commercial Items using FAR 13 - Evaluation procedures. The proposed NAICS code is 522390 Other Activities Related to Credit Intermediation and the small business standard size is $22 million. This is a Unrestricted Full and Open
competition. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued.

The U.S. Department of Energy ("DOE") has a requirement for Project Finance Federal Loan Management Services to include Master Servicer, Administrative Agent, and Distressed Asset Management functions. All work shall be performed in accordance with the Performance Work Statement ("PWS") found in Attachment B
of this solicitation. The services for this acquisition as described in the PWS require expertise in Project Finance. Residential or commercial real estate loan servicing experience does not provide related expertise to substitute for actual Project Finance experience. This award will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with fixed priced delivery and work orders. It is anticipated that there will be a single award resulting from this solicitation. However, the Government reserves the right to make no award if considered to be in the Government's best interest to do so.
