The U.S. Army Corps of Engineers (USACE) Cold Regions Research and Engineering Laboratory (CRREL) requires specialized research and development services to support an Air Force (AF) program through the acquisition and processing of seismic data and development of a semi-automated seismic refraction interpretation software tool to be procured on a sole source basis from Boise State University (UEI: MW3ENVJN9ML8). This...
View moreAward to Boise State University is justified on a single-source basis because it is the only known source available to fulfill this requirement. BSU possesses the unique, combined capability to provide: 1) automated extraction of geotechnical properties from geophysical data linked to a unique geology response library; 2) a direct technology transfer of a prototype automated seismic data acquisition system originally developed under basic research ERDC-CRREL funded programs; 3) an internationally recognized geophysics group focused on seismic methods and applications; and 4) in-house fabrication facilities and technical staff dedicated to the design and manufacture of seismic sources and sensor arrays. Boise State University is the only known source capable of meeting the Government’s minimum technical requirements.
The Government intends to procure from only one source under the authority of Reformed FAR Overhaul (RFO) 13.101(b). This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Anna Crawford at [email protected]. The U.S. Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL) intends to award a sole source contract to Boise State University for specialized research and development services in support of an Air Force program. This requirement focuses on the acquisition and processing of seismic data and the development of a semi-automated seismic refraction interpretation software tool. The primary objective is to create a validated capability to analyze large seismic data sets to extract geotechnical properties, including bulk modulus, shear modulus, and Poisson’s Ratio, which are necessary for foundation design and site readiness assessments. The scope of work involves leveraging proprietary codes, analyzing and validating data, field data acquisition, and upscaling an automated source and receiver array previously funded by CRREL.
The project requires highly specialized expertise from Boise State University’s geophysics team and their in-house fabrication facilities for the design and manufacture of seismic sources and sensor arrays. The university is identified as the only source capable of providing the automated extraction of geotechnical properties linked to a unique geology response library and the direct technology transfer of prototype automated seismic data acquisition systems. Performance will take place in Boise, Idaho, and includes logistical support for housing government-furnished equipment between deployments. This effort is classified under NAICS 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and PSC AC12 for National Defense R&D Services; Department of Defense - Military; Applied Research.
The Department of the Army, specifically the Engineer Research and Development Center (ERDC) CRREL, is the contracting office for solicitation number W9132V26N4942. While this special notice serves as an intent to sole source, the agency will consider capability statements from responsible sources to determine whether to conduct a competitive procurement. Submissions must provide detailed information on the vendor’s ability to fulfill the requirement and include descriptions and references for similar past experience. Responses must be submitted electronically to Anna Crawford by 10:00 AM CST on June 8, 2026.
