The Defense Logistics Agency, DLA Aviation at Oklahoma City, OK, has issued a pre-solicitation notice under solicitation number SPRTA1-26-R-0311 for the procurement of air heat exchangers. This requirement is classified under NAICS 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, and PSC 1660, Aircraft Air Conditioning, Heating, and Pressurizing Equipment. The acquisition is not designated for any set-aside, categorized as NONE; explanation: NONE. The government intends to solicit and negotiate with a limited number of responsible sources, specifically identifying Hamilton Sundstrand Corporation and AeroCore X as qualified sources, as the government does not own the manufacturing data.
The scope of work involves providing spare air heat exchangers for the B-2 aircraft. These components are four-pass liquid-to-air exchangers manufactured from aluminum alloy and other metals, weighing approximately 42 pounds with dimensions of 29 inches long by 19 inches wide by 15 inches high. The procurement includes a total quantity of nine production units, with a range of three to 15 possible, along with one first article unit and a corresponding first article test report. All units are to be shipped to Tinker Air Force Base, Oklahoma, with a required delivery date on or before May 1, 2027.
The formal solicitation is estimated for issuance on July 1, 2026, with a response deadline of June 23, 2026. Contractors must be approved sources to qualify for award, and while the government is not using commercial item policies, interested parties may identify their capability to provide commercial items within 15 days of this notice. Evaluation for the final contract award will consider both price and past performance factors. Although this is a notice of intent for a limited source procurement, all proposals received within 45 days of publication will be considered by the agency. Chrissy Turnage serves as the point of contact for this requirement.
