NOTICE OF INTENT TO SOLE SOURCE –RELX, Inc. - LexisNexis Digital Library Collection

The United States International Trade Commission (USITC) intends to award a sole-source contract to RELX, Inc. for a subscription to the LexisNexis Digital Library Collection. This requirement provides the Commission with essential electronic and print publications from the Lexis Online Legal Research Services collection to support legal research operations. The procurement is classified under NAICS 519290 (Web Search Portals and All Other Information Services) and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service).

The anticipated period of performance begins July 1, 2026, and runs through June 30, 2027, with the potential for four subsequent one-year option periods. All services will be performed in Washington, DC. This action is being conducted under the authority of FAR 6.302-1, as the Government has identified only one responsible source capable of fulfilling the requirement.

While this special notice is for informational purposes and does not constitute a request for competitive quotations, the Government will consider information received by the June 26, 2026, response deadline.
