4. SOLICITATION & AMENDMENT INFORMATION: This RFOP and any subsequent amendments will be issued electronically via this SAM.gov posting. The Government is under no obligation to maintain a vendor mailing list. It is incumbent upon any interested parties to periodically access this notice to obtain any amendments which may be issued. Failure to obtain and respond to any amendments prior to the closing date may render your proposal unacceptable.
5. PROPOSAL INSTRUCTIONS & EVALUATION CRITERIA: All instructions for proposal submission, evaluation criteria (e.g., Price Only, LPTA, or Tradeoff), and order-specific clauses are contained entirely within the attached BOAST RFOP document. Offerors shall review the attached RFOP in its entirety to prepare their proposal.
6. NOTICE TO VENDORS WITHOUT A BOAST BOA: If your company is interested in competing for this or future Class IX sustainment requirements but does not currently hold a BOAST Basic Ordering Agreement, you are highly encouraged to join the program.
The BOAST program utilizes a Continuous On-Ramp, allowing qualified vendors to establish an agreement at any time.
For full instructions on how to submit a proposal to establish a BOA, please refer to the official BOAST On-Ramp Announcement on SAM.gov (Notice ID: W912CH-26-R-0001). Please note that an executed BOA must be in place prior to the closing date of this specific RFOP to be considered for award.
The U.S. Army Corps of Engineers and the Army Contracting Command - Detroit Arsenal (ACC-DTA) issued this special notice for a Request for Order Proposal (RFOP) under the Basic Ordering Agreement Sustainment Track (BOAST) program. This full and open action seeks to secure 20 units of National Stock Number (NSN) 6150-01-578-0469, a specific cable assembly identified by part number 12992565, with a 100% option. The government intends to award a firm-fixed-price order for these items, which are classified under NAICS code 335999 for All Other Miscellaneous Electrical Equipment and Component Manufacturing and PSC code 6150 for Miscellaneous Electric Power and Distribution Equipment.
Eligibility for this award is restricted to vendors who have a fully executed BOAST Basic Ordering Agreement (BOA) in place by the solicitation closing date of July 13, 2026. While the action is currently open to active BOA holders, the government utilizes a continuous on-ramp process allowing new vendors to establish agreements at any time. The requirement involves export-controlled technical data, necessitating that all participating vendors be certified in the Joint Certification Program (JCP) to access the relevant Technical Data Package.
Performance will take place in the United States under solicitation number PANDTA-24-P-0000_010274, with destination shipping terms and origin-based inspection and acceptance. Detailed proposal instructions, evaluation criteria, and order-specific clauses are contained within the six associated attachments, which include the RFOP spreadsheet, technical data files, and export control documentation. Christina Herbig serves as the primary point of contact for this requirement.
