THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRESTION OF THE GOVERNMENT. Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) hereby provides notice of its intent to award a sole-source, firm-fixed price contract, to American Bureau of Shipping. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance is estimated to be 9/22/2021 through 9/21/2026. PSNS & IMF intends to acquire services to ensure compliance with the American Bureau of Shipping to satisfy regulatory requirements with regards to the following barges: BARGE 40, BARGE 60, BELUGA and EDGECUMBE. In accordance with the United States Code of Federal Regulations (CFR) Part 42.07-35, the American Bureau of Shipping (ABS) is appointed as the prime assigning and issuing authority for Loadlines under the provisions of Articles 13 and 16(3) of the 1966 Convention and as directed by 46 U.S.C. 5107. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capabilities, in a quote. To do so, respond to this requirement no later than April 12, 2021 9:00 AM, PST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Puget Sound Naval Shipyard and Intermediate Maintenance Facility will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chris Davidson, Contract Specialist, by email at [email protected]. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
