Outpatient Treatment Services

The Court Services and Offender Supervision Agency (CSOSA) is soliciting evidence-based outpatient and early intervention substance use treatment services for offenders in Washington, DC. This acquisition includes outpatient treatment services categorized under American Society of Addiction Medicine (ASAM) Level 1.5, as well as early intervention services for offenders mandated by court order to participate in the Traffic and Alcohol Program (TAP). The contractor is required to provide authorized translation services and maintain electronic treatment files for transfer to CSOSA via the Chesapeake Regional Information System for our Patients (CRISP).

This requirement is identified under solicitation number 9594CS26Q0003 and classified under NAICS 621420, Outpatient Mental Health and Substance Abuse Centers, and PSC G004, SOCIAL- SOCIAL REHABILITATION. While initially designated as a small business set-aside, the solicitation was updated via amendment to be unrestricted, open to all business sizes, with a set-aside status of NONE; NONE. The agency anticipates awarding a contract with a 12-month base period followed by four 12-month option periods.

Quotations are due by March 21, 2026, and must include all information required by solicitation sections L.4.3 and L.4.4, including price quotes submitted on the revised Attachment J-15. The solicitation includes 20 total attachments, such as multiple amendments providing responses to vendor questions, a Contractor Confidentiality and Nondisclosure Agreement, and a Wage Determination.
