The Naval Surface Warfare Center, Crane Division, intends to enter into a five (5) year Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Northrop Grumman, 2787 S. Orange Blossom Trail, Apopka, Florida 32703 for the following CLINs: CLIN 0001: Special Operations Laser Marker (SOFLAM) MIN 1 ea/MAX 65 ea CLIN 0002: Ground Laser Target Designator II (GLTD II) MIN 1 ea/MAX 65 ea CLIN 0003: Ground Laser Target Designator III (GLTD III) MIN 1 ea/MAX 65 ea CLIN 0004: Provision Item Order (PIO) Spares CLIN 0005: Repairs CLIN 0006: Data, Not Separately Priced (NSP) This contract will be placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated contract award date is March 2013. The period for the contract is for five years. The basis for restricting competition is the proprietary information of Northrop Grumman and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agencys requirement through any other source. This synopsis is issued to publicize the Governments intent to enter into a five year FFP IDIQ contract for SOFLAM/GLTD with Northrop Grumman. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). This notice of intent is not a request for competitive proposals. Since this is sole source procurement, a solicitation will not be posted to the internet and no formal solicitation will be issued.
