REFTEK Equipment (Master BPA)

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a regular, recurring need to purchase REFTEK equipment. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five year ordering period to REFTEK Systems, Inc. (Cage L0N19), on a sole source basis.REFTEK products are critical to research being conducted at the ERDC. This agreement is intended to allow streamlined purchase of REFTEK equipment to minimize any impacts to research and demonstration events. There are 35 authorized resellers for REFTEK Systems, Inc.; however, REFTEK Systems Inc. is the only approved reseller for the United States and Canada.REFTEK Systems, Inc. provides data acquisition systems that are unique in their ruggedness and in compatibility with our Automated Detection and Alert Processing Terminal (ADAPT) software and user interface. These acquisition systems are compatible with the current SIAM Arrays and other sensor systems already owned by ERDC, meaning there are no issues between current and legacy systems. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334519 (Other Measuring And Controlling Device Manufacturing) with a size standard of 500 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendors ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
