View moreThe following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation is advertised as Small Business Set Aside under NAICS Code 541340, Drafting Services with a Small Business Size Standard of $9,000,000.00. All prospective offerors must be registered in the System for
Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award.
The Government requests pricing for CAD Vectorization services in Attachment 1 – BPA Bid Schedule, in accordance with Attachment 3 – CAD Vectorization Services PWS. Period of Performance: The period of performance is five years from date of agreement award Submissions: Quotes are due no later than, 3 December 2025, at 12:00 PM PST. 52.212-1 INSTRUCTIONS TO OFFERORS–COMMERCIAL ITEMS (JUL 2021) –
ADDENDUM
Proposals shall include the following:

52.212-2 EVALUATION – COMMERICAL ITEMS (OCT 2014)
(a) The Government will award multiple blanket purchase agreements resulting from this solicitation to the responsible offeror’s whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon conformance with the Performance Work Statement. This factor will be a Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating.
2. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(c) The Government intends to award up to five Blanket Purchase Agreements through this solicitation.
