Exceptional Family Member Program (EFMP) Respite Care Services

The Mission and Installation Contracting Command (MICC) is soliciting proposals for the Exceptional Family Member Program (EFMP) Respite Care Services. This requirement provides short-term relief for military caregivers through non-personal services. The contractor will manage program administration, family intake, and provider matching for families with special needs. Services cover Level III and Level IV care across 61 Army and Air Force installations in the U.S. This is a 100% Small Business Set-Aside for a Firm-Fixed-Price contract with a one-year base and four option years. Workload estimates include 22,000 annual care hours and an average of 149 active families per month. Proposals are due July 1, 2026, and will be evaluated using a Best Value Tradeoff methodology, with a heavy emphasis on scenario-based problem solving.
