Invitation for BidsW912C320B0001 receipt date and time 14 May 2020; 10:00 am and Opening of bids date and time 14 May 2020; 11:00 am local PR time. As previously indicated, due to the Coronavirus (COVID-19) pandemic and in order to meet the challenges associated with social distancing, MICC Fort Buchanan transitioned from an in-person bid opening to telephone Conferencing (telecom). Bid opening was held via telephone conference. See abstract posted on this synopsis. AMENDMENT 0007 -Has been issued to extend the date and time for receipt of bids W912C320B0001 to 14 May 2020; 10:00 am PR time. In consideration of the continuation of the Coronavirus (COVID-19) pandemic and extension to the Executive Order issued by Puerto Rico Governor, the bid receipt date is extended. AMENDMENT 0006 - Due to the COVID-19 Situation, waiver of the requirement to obtain a bid guarantee (FAR 52.228-1, Bid Guarantee) in accordance with FAR 28.101-1(c) is made. Therefore, a bid guarantee will not be required to be submitted with Invitation for Bids W912C320B0001. However, it will not exempt the Contractor, once awarded, from submitting Performance and Payment bonds at the Task Order level IAW FAR 28. The date and time for receipt of bids remains unchanged. All other terms and conditions remain unchanged. AMENDMENT 0005 - Has been issued to incorporate Instructions to Bidders that affect the receipt of bids, bid opening and bid bond submission. The date and time for receipt of bids is changed to7 May 2020; 10:00 am local Puerto Rico time. AMENDMENT 0004 -Has been issued toextend the date and time of the bid opening to30 April 2020; 10:00 am local PR time. AMENDMENT 0003 - Has been issued to extend the date and time for receipt of bids to 16 April 2020; 10:00 am local PR time. AMENDMENT 0002 - The Site visit schedule for 17 March 2020 and site visit information has been cancelled. In addition, photos of various types of roofs are being provided that could assist more than the site visit. See attached amendment 0002 and photos. AMENDMENT 0001- The site visit is corrected under FAR 52.236-27, Site Visit Construction. See Amendment. Correct date for Site Visit is 17 March 2020; 9:00 am local. The Mission and Installation Contracting Command, MICC-Fort Buchanan is issuing Invitation for Bids (IFB) W912C320B0001, Roof Inspection, Repairs and Maintenance at Fort Buchanan Puerto Rico. The resulting contract will be a single Firm-Fixed Price Indefinite-Delivery/Indefinite Quantity (IDIQ) contract. Work may include: Initial Roof Inspection Survey and Written Report; Roofing Repair and/or Replacement; Furnishing required warranty and As-Built drawing documentation; and the Maintenance of existing Roofing System. Typical roofing systems at the installation are: Concrete Roofing; Corrugated Metal Roof; and the Repairs to PUF (Sprayed-in Place Polyurethane Foam) over concrete, metal or wood roof. This procurement is 100% Set-Aside for Small Business Concerns under NAICS code 238160 Roofing Contractors with a size standard of $15,000,000. The Magnitude of the procurement is between $5,000,000 and $10,000,000. The requirement will be issued for a Base and Four Option Periods, if exercised by the Government. Each period will be for one year or as indicated. FAR 52.217-8, Extension of Services will also be incorporated in the contract. All work to be completed will be issued via individual Delivery Orders against the Priced CLIN Structure, Statement of Work and Specifications identified in the IFB. A Bid Guarantee of 20% is required to be submitted with your bid. Estimated Solicitation issue date is on/or about 5 March 2020. A site visit will be performed (see Solicitation for more information).
