In accordance with 52.212-1 Instruction to Offerors-Commercial, the EPA intends to issue multiple ID/IQ contracts to fulfill the Agency's Personal Computer (PC) Desktop, Laptop, Printer (Black and White, Color, and Multi-function Devices) and accessory requirements. Awards will be established for these requirements on a Best Value basis in accordance with FAR Part 12 Commercial Items and FAR Part 15 Contracting by Negotiation; to this end, the lowest price offeror may not receive the award. Awards will be set aside for small business concerns. Vendors must be able to obtain lease financing. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 "solicitation for commercial items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation number is RFP-DC-14-00010 and the solicitation is being issued as a 100% small business set aside Request for Proposal (RFP) using FAR Part 12 Commercial Items and FAR Part 15 Contracting by Negotiation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (48 CFR Chapter 1). The associated North American Industry Classification System (NAICS) Code 334111 Electronic Computer Manufacturing, which has a size standard in numbers of employees 1,000, is applicable. Multiple indefinite Delivery/Indefinite Quantity fixed-price delivery orders are anticipated as a result of the award of this solicitation.
