Instamation Systems is the only authorized vendor for Redtag hardware and software products. There exists other vendors of similar software that may perform similarly as Redtag, but none have been evaluated or approved for use on CorpsNet. Similarly, this software has been successfully used by other Districts and maintained by CIO/G-6 personnel.
Impact: HECP lock-out/tag out program is mandatory; failure to replace any of the lock-out/tag-out hardware and software will result in a district-wide stoppage of all preventive maintenance programs, future contracts, and ability to repair equipment.

Send responses, labeled as “W9127N26QA101 – Redtag Software and Support” to the following:
The U.S. Army Corps of Engineers (USACE), Portland District, issued this special notice for solicitation number W9127N26QA101 regarding the procurement of Redtag printers, software, training, supplies, support, and accessories. This project supports the Hazardous Energy Control Program (HECP) lock-out/tag-out (LOTO) requirements at Portland District facilities in Portland, Oregon. The acquisition is classified under NAICS code 541519, Other Computer Related Services, and PSC code 7B21, IT AND TELECOM - COMPUTE: MAINFRAME (HARDWARE AND PERPETUAL LICENSE SOFTWARE). There is currently no set-aside assigned to this action (NONE; explanation: NONE).
The agency intends to award a firm-fixed-price, single-source contract to Instamation Systems Inc. because Redtag is the only brand approved on the USACE CIO/G-6 Approved Product Lists for use on the CorpsNet network. The existing LOTO hardware and software have reached end-of-life status and are no longer supported, necessitating a full replacement to comply with mandatory safety standards in engineering manual EM 385-1-1 and regulation ER 385-1-31. Failure to maintain an approved HECP system would result in a district-wide stoppage of maintenance and equipment repairs.
While the Government intends to solicit the identified sole-source provider directly on or around June 18, 2026, all responsible sources may submit a capability statement, proposal, or quotation for consideration. Responses must be submitted to David C. Boone by the June 16, 2026, deadline. Submissions must include the CAGE code, UEI/DUNS number, and relevant small business categories if applicable to the interested party.
