The Naval Litigation Office (NLO) requires administrative, professional, and technical litigation support to defend Iranian Foreign Military Sales (FMS) claims at the Iran-U.S. Claims Tribunal in The Hague. This work involves researching evidence and preparing reconciliation reports for weapon systems including the F-14, Phoenix, and Harpoon programs. The procurement follows a two-step process. Step One is a mandatory gate requiring a State Department Fiber Optic Cable Connection Plan and Top-Secret Facility Clearance verification by June 12, 2026. Only those meeting these requirements may submit a full proposal. The contractor must maintain a facility within 150 miles of Washington, D.C., with a dedicated fiber optic connection to the Department of State. The scope includes managing 12 million hard-copy records and 20 gigabytes of electronic data. The contract includes a base year and four option years, a 5% small business subcontracting goal, and requirements for Secret and Top Secret clearances. This procurement uses a two-step process.
